In stage 2 birth rates are increasing and decreasing. The birth rates begin to drop rapidly and the total population starts increasing faster. In stage 3 the birth rates decline rapidly while the death rates get slower and the total population begins to slow down. In stage 4 the birth rates begin to decease slower and the death rates stay constant and the total population starts to make a decline. In stage 5 the birth rates would continue decreasing and and the death rate would stay on a constant and total population would decrease
Romania in this chart is in the last stage because right now the birth rates and lower then the death rates and the total population is decreasing.
